In honor of his wife, Lorraine, Elmo Williams has personally been raising funds to build a non-denominational chapel in Brookings, Oregon. This structure will be open to the public for anyone who wishes to enter, to meditate or simply relax in the peace and quiet of a place surrounded by trees, flowers, and the fresh sea air. Mr. Williams will dedicate this "Capella by the Sea" when completed as a memorial to Lorraine, the love of his life.

The chapel is now under construction and will hopefully be completed in November 2008. A website devoted to the Capella by the Sea and the park where it is located is being prepared for everyone to visit and enjoy.
